I am delighted to welcome you to the first issue of Oxygen Insight and to wish you a very merry Christmas and a happy New Year.
To celebrate our first issue of Oxygen Insight, we’ve included a report based on our own unique research into payment practices and the challenges involved in tackling late payment. Also covered in this issue, we share expert opinion from our Chief Technology Officer, Rob Parker, as he discusses opening up technology to deliver change, and provide an update on our Freepay product, launched at the LGA Annual Conference this year by Iain Duncan Smith.
2017 has been an exciting year, with new clients including NHS Wales, Cardiff Council, Tameside Metropolitan Borough Council, Knowsley Metropolitan Borough Council, London Borough of Harrow council, Sheffield City Council, City of London and Halton Borough Council coming on board and the successful launch of our Freepay pilot with Warwickshire County Council.
We were delighted to renew our contract with longstanding client, Oldham Council, who signed up to our Early Payment Programme over five years ago and we were also pleased to hear that we’ve been shortlisted along with Cumbria County Council for the 2018 LGC Public Partnership Award.
Next year we are expanding our product portfolio significantly to offer additional services to clients and their suppliers. This will include leveraging the data that clients send to the Oxygen platform to develop our business intelligence and analytics solutions in addition to innovative invoicing and early payment solutions.
In the spirit of the season, this year, we have decided to make a donation to charity instead of sending Christmas cards. The charity we’ve chosen is Save the Children who support in the protection, healthy start and learning of children around the world.

How do you bring your technology along with a growing and changing business?
McKinsey Global Institute research suggests at least 30% of business activities in 60% of all occupations can now be automated. However, some IT teams are still in the past with only 29% of businesses thinking their IT team is critical to business success, with a much greater emphasis placed on risk reduction.
Technology is impacting and changing everyone’s personal lives a huge amount and with that, the expectations of business applications is growing at pace. These expectations are helping drive businesses desire for change and deliver efficiencies at pace and improvements in employee engagement.

Technology teams need to move out of the basement and become part of the wider business teams to bring success. It is only once the business is experienced that problems can be appreciated and improvements can be witnessed. Within Oxygen we have found that insourcing our technology teams has brought high levels of understanding, appreciation and alignment which is showing benefits.

Implementing change at pace is highly facilitated by modern software processes and platforms. In Oxygen, implementing agile development processes has brought structure to this and a structure which the wider-business is now aligned to. On top of this test automation and continuous integration have been key elements to accelerating the time between development and production, ensuring that time is spent appropriately on change acceptance rather than repeating the same test scripts on each change which are now automated.
In a modern and quickly changing world, all of the above is far from a done deal once implemented and it is key that focus is maintained the pace of change by any business. This includes focussing on technology trends, machine-learning, cloud services and the wider technology landscape ensure everything is being done to lead and adopt. Change is ongoing, embrace it!
